張家港市高鐵生態(tài)城概念規(guī)劃國(guó)際方案征集

　　Notice for Soliciting International Schemes of Concept Planning of High-Speed Rail Eco-City of Zhangjiagang City
　　中國(guó)城市規(guī)劃學(xué)會(huì)(委托方代理)受張家港市規(guī)劃局等(委托方)委托，對(duì)下述項(xiàng)目及相關(guān)服務(wù)進(jìn)行公開(kāi)征集，歡迎具備條件的境內(nèi)外機(jī)構(gòu)參加。
　　Commissioned by Zhangjiagang Planning Bureau (client), etc., Urban Planning Society of China (client agent) collects the following project and relevant services to the public, and welcome the qualified domestic or overseas organizations to participate.
　　一、項(xiàng)目名稱(chēng)

　　II. Project Profile
　　張家港市位于長(zhǎng)江下游南岸，江蘇省東南部;北濱長(zhǎng)江，南近太湖，東距上海98公里，西距南京200公里，是沿海和長(zhǎng)江兩大經(jīng)濟(jì)開(kāi)發(fā)帶交匯處的新興港口城市。未來(lái)將發(fā)展為國(guó)際先進(jìn)的臨港制造業(yè)基地，全國(guó)性專(zhuān)業(yè)物流貿(mào)易中心和國(guó)家級(jí)保稅港區(qū)，沿江地區(qū)重要的交通樞紐和生產(chǎn)服務(wù)基地，長(zhǎng)三角新興的文化生態(tài)旅游節(jié)點(diǎn)。
　　Zhangjiagang City is located at the south coast of the downstream of the Yangtze River and the southeast region of Jiangsu Province. As the rising port city at the confluence of coastal and Yangtze River economic development zones, Zhangjiagang is close to the Yangtze River in north as well as Taihu Lake in south, and 98 kilometers to Shanghai in east as well as 200 kilometers to Nanjing in west. In future, Zhangjiagang will be developed as the international advanced port base for manufacturing industry, the national professional logistics trade center, the state-level bonded port area, the important transportation hub and manufacturing service base along the Yangtze River and the rising culture ecotourism node of Yangtze River Delta.
　　滬通鐵路、沿江城際和蘇通嘉城際三條鐵路穿越城市，并在塘橋副城區(qū)交匯形成張家港樞紐站。鐵路、長(zhǎng)江公鐵兩用大橋等大型交通基礎(chǔ)設(shè)施的建設(shè)使張家港由相對(duì)封閉的交通環(huán)境變成開(kāi)放式的交通樞紐，為城市功能的綜合提升奠定了基礎(chǔ)。為更好圍繞該鐵路樞紐創(chuàng)造一個(gè)運(yùn)行高效、綠色環(huán)保、文化濃郁、活力持久的新城，特面向國(guó)際征集《張家港市高鐵生態(tài)城概念規(guī)劃》方案。
　　Shanghai -Nantong railway, inter-city railway along the Yangtze River and Suzhou-Nantong-Jiaxing inter-city railway cross Zhangjiagang City and intersect and form Zhangjiagang Hub Station in Tangqiao vice city. The construction of railways, Yangtze River Bridge for road and railway and other large traffic infrastructures changes the closed traffic environment of Zhangjiagang into the open transportation hub, which supplies the foundation for comprehensively improving the city function. To better create the new city with high running efficiency, green and environment protection, rich culture and lasting activity by surrounding the railway hub, hereby we collect the schemes for the Concept Planning of High-Speed Rail Eco-City of Zhangjiagang City to the world.
　　1、獎(jiǎng)金及補(bǔ)償費(fèi)用：人民幣620萬(wàn)元。其中：第一名獎(jiǎng)金150萬(wàn)元人民幣;第二名獎(jiǎng)金100萬(wàn)元人民幣;第三名獎(jiǎng)金80萬(wàn)元人民幣。排名第4—8位的應(yīng)征單位各獲得補(bǔ)償費(fèi)50萬(wàn)元人民幣，排名第9—10位的應(yīng)征單位各獲得補(bǔ)償費(fèi)20萬(wàn)元人民幣。
　　1. Prize money and compensation expense: 6.2-million RMB. Wherein, the first prize: 1.5-million RMB; the second prize: 1-million RMB; the third-prize: 0.8-million RMB .The organizations at the 4th to 8th position will get the compensation expense of 0.5-million RMB respectively, and the organizations at the 9th to 10th position will get the compensation expense of 0.2-million RMB respectively.

　　三、規(guī)劃范圍
　　III. Range of Planning
　　東至雙豐路、南至華妙河、西至奚浦塘、北至新涇路，面積約397公頃。(具體范圍以本項(xiàng)目征集文件劃定范圍為準(zhǔn))。
　　Shuangfeng Road to east, Huamiao River to south, Xiputang to west and Xinjing Road to north. The area is about 397 hectares (The specific range subjects to the one ruled by the solicitation document of the project).
　　四、應(yīng)征單位資格要求
　　IV. Qualification of the Applicant Organization
　　1、在中華人民共和國(guó)境內(nèi)或境外注冊(cè)，能夠獨(dú)立承擔(dān)民事責(zé)任，有本項(xiàng)目服務(wù)能力的境內(nèi)或境外機(jī)構(gòu)，包括企業(yè)法人、其他組織。
　　1. The domestic and overseas organization which is registered in the People’s Republic of China or the other countries and capable of independently undertaking the civil liability and serving the project, including enterprise legal person and other organizations;
　　2、境內(nèi)機(jī)構(gòu)要求具有住房和城鄉(xiāng)建設(shè)部頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級(jí)資質(zhì)，或建筑設(shè)計(jì)甲級(jí)資質(zhì)。
　　2. The domestic organization is required to have urban and rural planning qualification class A or qualification class A of architecture design issued by Ministry of Housing and Urban-Rural Development of the People’s Republic of China.
　　3、境外(規(guī)劃、設(shè)計(jì)、咨詢(xún))機(jī)構(gòu)要求在華從事城市規(guī)劃服務(wù)業(yè)務(wù)3年以上。
　　3. The overseas (planning, design and consultation) organizations should have the urban planning service business in China for more than 3 years;
　　4、以聯(lián)合體形式報(bào)名，雙方需分工明確，并以一家境內(nèi)設(shè)計(jì)機(jī)構(gòu)為主設(shè)單位。
　　4. Parties to an association must have clear division of labor before signing up and take a domestic design organization as the main design unit;
　　5、具備類(lèi)似項(xiàng)目的設(shè)計(jì)經(jīng)歷和一定業(yè)績(jī)。
　　5. Have the design experience and achievements of the similar project;
　　6、遵守國(guó)家有關(guān)法規(guī)。
　　6. Obey relevant state laws and regulations;
　　7、通過(guò)資格審查并從委托方代理正式獲得了本項(xiàng)目的征集文件。
　　7. Pass the qualification check and formally get the solicitation document of the project from the client agent.
　　五、限定應(yīng)征單位的數(shù)量
　　V. Limit of Number of Applicant Organizations
　　1、通過(guò)資格預(yù)審，最終從合格的應(yīng)征單位中按照擇優(yōu)的原則，選定排名靠前的10家應(yīng)征單位參加方案征集。
　　1. After the prequalification, we will select the top 10 applicant organization for the scheme solicitation according to the principle of selecting the best ones in the qualified applicant organizations;
　　2、母、子公司不能同時(shí)報(bào)名，同屬一個(gè)母公司的各子公司(含子公司的子公司)參與方案征集的，入圍家數(shù)不得超過(guò)應(yīng)征單位總數(shù)的1/6。
　　2. The parent and branch companies should not sign up at the same time, and when branch companies (including the branch companies of the branch companies) belonging to the same parent company sign up for the scheme solicitation, the number of the short-listed branch companies should not be higher than 1/6 of the total number of the applicant organizations.
　　六、報(bào)名
　　VI. Sign Up
　　1、應(yīng)征單位下載報(bào)名表格(附件1)并填寫(xiě)，發(fā)送到zxb@planning.org.cn，委托方代理收到報(bào)名表后，以郵件方式回復(fù)“資格預(yù)審文件”電子版。
　　1. The applicant organizations download and fill the sign up form (attachment 1) and send it back to zxb@planning.org.cn, and after receiving the sign up form, the client agent replies the Prequalification Document of electronic version in e-mail.
　　2、由報(bào)名應(yīng)征單位填寫(xiě)“資格預(yù)審文件”電子版并于規(guī)定時(shí)間內(nèi)至指定地點(diǎn)遞交。
　　2. The sign-up applicant organization should fill the Prequalification Document of electronic version and submit it at the designated site in the specified time;
　　3、遞交“資格預(yù)審文件”并獲取相應(yīng)證明視為有效報(bào)名。
　　3. Only by submitting the Prequalification Document and getting the confirmation of acceptance, can the signing up be regarded as effective;
　　4、報(bào)名、遞交“資格預(yù)審文件”地址：北京市海淀區(qū)三里河路9號(hào)住建部北配樓一層。

　　7. Duration for submitting the Prequalification Document: October 17th, 2016 to 16:00 pm, October 21st, 2016 (China Standard Time), the Prequalification Document not submitted in time or the unqualified Prequalification Document will be rejected.
　　七、方案評(píng)審辦法：由5名及以上全國(guó)知名專(zhuān)家組成評(píng)審委員會(huì)，對(duì)符合征集文件要求并按時(shí)遞交的方案，采取投票方式評(píng)選出名次。詳見(jiàn)征集文件。
　　VII. Schemes assessment method: the assessment committee composed of five or more national well-known specialists appraise and rank the schemes by voting which are submitted on time in accordance with the solicitation document. See details in solicitation document.
　　八、本公告中如有中、英文不一致之處，以中文為準(zhǔn)。
　　VIII. In case of discrepancy between Chinese and English in the notice, the Chinese text should prevail.
